--- 2010 OFFICIAL G.U.S.S.O.M.O. RULES ---

(revised July 5, 2010)

1. Our League, G.U.S.S.O.M.O., is played by computer ONLY. We will always use the latest computer version available of the S-O-M game.

2. S-O-M advanced playing rules will be used. (additional "advanced" rules and/or adjustments to the rules as described below will also apply.)

3. The league fee is $35.00. These are your league dues. This is an annual fee and covers all league costs (administrative expenses associated with the
league web site, paper, postage and awards). Your league dues are to be paid to the commissioner by the beginning of the season.

4. The schedule consists of a 162 game schedule

5. There are 27 weeks to our schedule. You need to play your games by the announced "due dates" (for each block of games during the regular season). If games are not played on time, they will be "autoplayed" by one of the League Board members. Managers who do not comply with the due dates for playing their games may face draft pick penalties and/or dismissal from the League.

6. Playing according to the schedule - The schedule is broken down into 6 groups or "blocks" of series/weeks.

Block # 1 = 4 Weeks,
Block # 2 = 5 Weeks,
Block # 3 = 4 Weeks,
Block # 4 = 5 Weeks
Block # 5 = 4 Weeks).
Block # 6 "stretch drive" = 5 Weeks)

* Note: Full 35 Man rosters can be used during Block 6

Unless approved by the Commissioner, for the purposes of statistics, trades and "possible" player over-use, each team will ONLY play and complete their games in each "block" before continuing on to the second (or next) block, etc... It is understood that games may/will be played outside of the normal parameters during the League's annual get-together.


7.
Roster Size - Rosters are set at 35 players at the beginning of the season, with an active roster of 27 players and 8 players designated as being in the minors. You may "call up" anyone from your minors prior to the beginning of each "block" of games to be played (as long as an equal number of players are sent down --- i.e. go to the Minors and become inactive). For the last two reporting period/block of games (starting week 23), you may activate all players.
If you make trades during the season involving an unequal number of players, you may wind up with more (or less) than 35 players on your total roster. Your active roster may NEVER be more than 27 players (except for the last reporting period/block of games... when you can use all 35 or less players). Note: If you do wind up having more than 35 players (due to trades) during the last reporting period, you still can only have up to 35 players as active. Any players over 35 must be declared ineligible for rest of the current season. ALSO SEE RULE # 18 BELOW

Reporting Series Results and Week-by-Week Report -

You are required to send Box Scores and game files to the G.U.S.S.O.M.O. Yahoo group E-Mail address (gussomo@yahoogroups.com) before the DUE DATE. If files are not recieved by the set date, games will be AUTO-PLAYED..

8- A --- IMPORTANT NOTE ---- Draft pick penalties will be issued to managers that do not send results/stats after series are played. Draft pick penalties will begin with your 6th pick for your FIRST violation, 5th pick for your SECOND violation, and so on.

If you have traded the pick that is penalized, you will lose your next highest pick (this also applies to situations of player over-use).

9. All series consist of six (6) games - three games are home games, three games are road games (away games).

10.
Roster Size Computer Manager (CM) == We use a Computer Manager (CM) for away games. The CM should reflect your intention for the current block: active roster, rotation, set lineups. Making changes to another Owner's CM (unless instructed) will be grounds for immediate removal from the League.

CM POSTINGS -- Instructions need to be sent to Jeff Wadkowski by the communicated "due date" for inclusion into the League File for the current block of games to be played.

11. ONLY pitchers rated with an "*" (asterisk) by the Strat-O-Matic game are allowed to start on three days rest; all other pitchers are required to rest four days in between starts

12.
Designated Hitter -- the designated hitter rule will be used in our league.

13. Outfielders Playing Non-Rated Positions -- We will NOT allow outfielders to play any other positions except the position(s) listed on the advanced side of their SOM card. (updated League Vote as of July 2, 2010)


14. Fielding Rule -- Positions that can be played --- players will ONLY be allowed to play the positions that are listed on their SOM card. (i.e. if a player is listed as LF only, he cannot play CF or RF with a poorer fielding rating and higher "E" rating).

15.
Protests -- any game in which your opponent did not follow your instructions - and (in your opinion) - it caused you to lose the game, you may file a protest to the Commissioner. You will need to do the following:

A. Describe the infraction and variance (from your CM) to the Commissioner.

B.
Indicate where and why you feel your opponent did not follow your instructions.

C.
Along with the above, send in a protest fee of $25.00. The Commissioner will decide of the game should be replayed from the point of the "alleged" error, or if the game (and results) should stand. The decisions of the Commissioner will be final and binding.

D.
If the protest is valid, you will receive your protest fee back. If not, well... The drinks will be on me at the next get-together!

In order to avoid unnecessary protests... Do everyone a favor... familiarize yourself with your opponents Computer Manager Instructions...... and make sure that you follow them!


16. Over-use limitations -- Players are limited in use to their total plate appearances (AB + W) or total innings pitched plus 10%. Managers are responsible for keeping track of their players usage and adjusting your instructions accordingly. (The computer game gives the percentage of player use at the current moment). There will be penalties for overuse. The following table explains the over-use limits and the corresponding penalties...

ADDITIONAL INFORMATION:

** IF a manager has two players that go over in TWO categories (and both players are in the highest over-use range), instead of losing a 3rd round draft pick, the manager will lose a 2nd round draft pick. Ineligibility would also apply

** IF a manager has three players that go over in all THREE categories (all players in the highest over-use range), the 3rd round picks loss will become a 1st round pick loss. Ineligibility would also apply

** If a manager has two players that go over in the same category (maximum amount... i.e. two batters have over-use of 41+, the lost pick will become a 2nd round pick. Three or more batters each exceeding 41+ PA; the lost pick will be a 1st round pick. Same thing would apply over multiple pitchers being over-used. Ineligibility would also apply for the playoffs.

** Player over-usage will be added together and totaled to determine draft pick penalties. (i.e. …. If you have one Batter that goes over by 6 PA's and another that goes over by 7 PA's… your total is 13 …. you will receive a 5th round draft pick penalty. Same formula applies for pitchers (Starter and Reliever totals will be combined).

Should a manager not have the pick he would lose via the above penalty chart, he will lose the next highest pick available (i.e. if he would lose a 4th but doesn't have a 4th, he would lose his 3rd, if no 4th or 3rd, he would lose his 2nd round pick, etc.).

If a manager has more than one pick in the round he would lose one, he will lose the best pick of the round.


Should a new manager take over a team that has lost draft picks due to overuse or any other reason, the draft picks will be restored.


17. "Starter - reliever" usage limitations -- in keeping with the spirit of fairness and the real life "intent" certain players were used, the following rule applies to those pitchers listed as "starter-relievers" that have 150+ innings listed on their cards.

It is quite obvious that pitchers with this many innings - and listed as both "starters-relievers" were not intended to be used only as relievers. Therefore, the rule for starter-relievers with more than 150 innings is as follows:

A. Any pitcher listed as a "starter-reliever" with over 150 innings cannot be used as an unlimited reliever.

B. Usage will be determined as follows - Total games appeared in (less the number of starts in real life) equals the number of games actually pitched or appeared in relief.

C. The number of games pitched in relief x 2 (two) - will equal the number of games a "starter- reliever" can pitch in relief.

D. This rule does not apply to those pitchers listed as "reliever-starter".

E.
Over use of pitchers (used in relief) and listed as "starter-relievers" will be monitored via stats, instructions and opposing manager observations.

F. Abuse of this rule will lead to draft pick penalties!

18. Trading -- All trades should be negotiated privately. After you make a trade, you must immediately e-mail, call and/or e-mail all trade information to the Commissioner.

A. All trades made by you continue into subsequent seasons of G.U.S.S.O.M.O.

B. Draft picks may only be traded one year in advance. (i.e. during 2009, you may only trade picks for the 2010 season. However, at the end of our 2009 season, you may trade picks for the 2011 season. This constitutes one season in advance.

C.
Once you have completed your roster (i.e. have 35 players), you cannot trade any extra or unused draft picks.

Example: During the G.U.S.S.O.M.O. Draft, you have made your picks and have completed your 35 roster in the 4th round. On the Draft Chart, it shows that you still "own" picks in the 5th and 7th rounds. Because your roster is compete (35 players), you cannot use these picks or trade these picks. You lose these picks. The only way you can trade these "extra" picks is if your trade them before you get to 35 players on your roster. Once you get to 35 players, any additonal Draft Picks that you "own" will be forfeited. If you have any questions about this rule, please ask for further claification PRIOR to trading any "extra" Draft Picks. Again, the "key" is.... once you have 35 players on your team, you cannot trade "extra" current year draft picks.
 

Trades do not go into effect until you complete the following three (3) steps:

1. Agree on a date that the trade will take effect.

2.
Exchange statistics of the players that were involved in the trade. This is done so that each manager will not only have complete statistics for his team, but also know how much player time (or usage) is remaining for the player or pitcher. (Please check with the League statistics coordinator)

3. VERY IMPORTANT....
Notify the Commissioner of the trade, AND send your new, complete, current roster to the Commissioner.
Note: Steps 1 and 2 above do not apply to trades that were made before the start of the season or before any games are actually played that season.

19. Roster Limits -- your active roster may never be more than 27 players. (except during weeks #23 thru #27). See rule 7 for details.

Your minor league roster will consist of no more than a total of eight (8) players (including "futures").

You will be allowed to have a maximum of 5 futures on your roster. Futures are optional. You do not have to have any futures if you so desire.

By definition, G.U.S.S.O.M.O. considers a "future" a player that does not have a Strat-O-Matic card, but has some major league experience - even if that experience consists of only one (1) "official" at bat or 1/3 of an inning pitched. We will not allow players to be drafted if they do not meet the above criteria. (See information under Draft Instrucitons).

Note: pinch runners, batters that "walked" or had a sacrifice hit/fly, pitchers that were "knocked out of the box" before they could retire a batter or walked one batter or hit a batter will not qualify as "draftable" futures for the current season. You must wait until they have pitched at least 1/3 of an inning or had at least one official at bat.

If you do select a future, you will carry the "rights" for that player(s) and can use that player when he is issued a card.

"Futures" can be traded. If you decide to drop (cut) a future, he will become available to all managers in next seasons draft.

Remember, a future is not necessarily a rookie. A future can be a player (for example) that did not receive a card for the current season due to an injury.

Minor Leage Recall -- Minor league recall - you may "recall" any of your carded players from your minor league at the beginning of a defined reporting block of games as many times as you like during the course of the season.

During the "stretch drive" for the pennant (weeks 23 through 27) you may use your entire roster for any and all games.

20. Playoffs -- Ten (10) of our 24 teams will qualify for the Playoffs. Each of the first place teams in the six (6) divisions will automatically qualify for the playoffs.

The "other" four (4) teams (referred to as "Wild Cards") that will battle for the playoffs are those teams that did not finish in first place, but had the best winning percentages of all the other (non-first place or division winning teams) in the League.

Before the playoffs begin, the four Wild Card teams will play to determine the two (2) teams that will be "seeded" in playoff brackets. The Wild Card team with the "best" Winning Pecentage during the Regular Season will play the Wild Card team with the "worst" Winning Percentage (of the four teams). The other two (2) Wild Card teams will play off against each other. The teams with the best Winning Precentage will be the "Home Team" for the series. Each series will be the best of seven (7) games. The first two games will be played at the Home team's ball park. The next three (if necessary) will be at the Visiting team's park. The final two games (if necessary) will be played at the Home team's park. (2 - 3 - 2)

The winning teams will then be seeded and enter the League Playoffs. The Wild Card team (winner) with the higher Winning Percentage (Regular Season) will play the # 2 seeded team in the first round of the playoffs. The Wild Card team (winner) with the lower Winning Percentage (Regular Season) will play the # 1 seeded team in the first round of the playoffs.

Should a situation occur whereby teams are tied with the same winning percentage, the playoff spots will be determined based on (first tie-breaker will be the most games won during the regular season between the teams that are tied. If a tie situation still exists, the second tie-breaker will be the team that scored the most runs in games played between the tied teams during the regular season.

Playoff brackets will continue until we are down to two teams... With the team having the best winning percentage during the regular season always having the home field advantage.

 

Playoff series

All playoff series will be the best of seven (7) games.


* The first two games of the series will be played at the Division winners ballpark (or team with better regular season w-l record if series does not include a Division winner).

* The next three games ( and game # 5 if needed) will be played at the other teams ballpark.

* The final two games (if needed, games # 6 & # 7) will be home games for the Division champion (or team with the better regular season W - L record) - site where the series began.

* Divisional winner maintains home field "advantage" throughout the playoffs. (series will start at the divisional winners ballpark... Or the team with the better W - L record during the regular season.)

 

21. Playoff Rosters and Pitching Rotations - In any playoff series, each team in entitled to use a 3-man pitching rotation.

Please note - the following three issues apply to starting pitchers in the playoffs.
1. Playoff rosters will be set at 28 players. You may change your roster after every round but not during the series. Players need to have a minimum of 10 AB to be eligible for the playoffs.

2. Player and Pitcher usage will be limited to 10% of their PA and IP. Batters usage is also 10% of the MLB season. This is hits and walks combined.

3. You may use a three man pitching rotation for the playoffs as long as you follow the playoff pitching rotation/schedule explained in rule #23.

4. Pitchers that are listed as a reliever/starter - may not start any playoff game - these pitchers are only allowed to relieve.

5. A pitcher that is listed as a starter/reliever may start or relieve. Please keep in mind the USAGE LIMIT for players/pitchers in a playoff series. Please see Rule # 23 for details.

Watch your usage in the playoffs. If your player goes over and you win....that player will lose those AB or IP in the next round. If you go over and lose they will be added to the seasons total for penalty of a draft pick.

22. Pitchers listed as staters only - may never be used in relief. However, they may be used in relief during the playoffs (not to exceed the 10% usage rule), but is subject to a point of weakness endurance factor of 3 innings.

23. Additonal playoff rules -

* All players on your roster (with the exception of pitchers - as noted in rule # 20 and # 21 and those players penalized due to over-use during the regular season and pitchers with less than 100 innings on their card) may start in any game..

Note: If and when it occurs that a first round "match-up" would pit two teams from the same division, the Commissioner will alter the winning percentage "match-up" rule. The commmissioner will substitute another non-divisional playoff qualifier from one of the other two divisions to that spot so that two teams from the same division do not meet in the first round of the playoffs.

24. Playoff Series - Player usage limitations - during a seven (7) game playoff series, all players (batters, pitchers) may only be used a total of 10% of the amount listed on the elementary side of their playing card (at bats plus walks or innings listed).

Starters only - may be used in relief. Use the "wait chart" to determine when a "starter only" may be used again as a starter.

Rotation schedule: the following chart mirrors the real-life situations during the playoffs (with travel days "off" each time a series changes ballparks - and a day off in between rounds of the playoffs.

If both teams that are playing in a later round of the playoffs are coming off of "short series" (ie; less than a five, six or seven game series), they have additional days off (the days marked with an *) are considered off days of those games are not necessary. You will not automatically use your number one starter in the first game of the subsequent playoff rounds. It will depend on games played and off days - as in real life situations.

25. BILLY MARTIN MANAGER OF THE YEAR AWARD -- towards the end of the season you will be required to select the top manager in our league. The manager that received the most points in the voting will be honored with the "Billy Martin memorial "Manager of the Year award." The criteria for selecting the winners is listed below.

* punctuality

* completeness when communicating with all league members

* honesty

* integrity and good sportsmanship

* trading and drafting skills

* overall positive contribution to our league

Your new ballot/reminder for "Manager of the Year" award will be e-mailed to you (or sent to you under separate cover.)

 

 

A "special" award (trophy) will be presented to the winner.

Your completed Manager of the Year ballot is due to the Commissioner - no later than - December 1st.

 

The Award will be based on a points system.

Each manager will make three (3) selections for the Manager of the Year. You will not be allowed to vote for yourself

You will make a First, Second and Third choice.
The First choice will be worth five (5) points;
The Second choice is worth three (3) points; and...
The Third choice will be worth one (1) point.

In the event of a tie (once all the votes are tabulated), the Manager that received the most First Place Votes will be delcared the winner.

 

26. Players with two or more cards -- players that have two or more Strat-O-Matic cards (due to the fact the player or pitcher performed for more that one team during the real baseball season) will be dealt with as follows:

You may use: only the Strat version of the combined card, OR either/or of their reflective team cards. If you are using an individual team card, you will need to expire that cards 110% usage before moving to the other individual team card. You will need to designate which card you intend to use prior to a block of games and/or playoff series.
TEAMS IN THE PLAYOFFS MUST COMMUNICATE TO THE LEAGUE STAT COORDINATOR (JEFF WADKOWSKI ) WHICH PLAYERS CARD WILL BE USED FOR THE PLAYOFFS. ONLY ONE CARD CAN BE USED FOR THE ENTIRE PLAYOFFS.
TEAMS IN THE PLAYOFFS MUST COMMUNICATE (PRIOR TO THE START OF THE PLAYOFFS) WHICH PLAYER/PITCHER CARD WILL BE USED TO THE LEAGUE STATISTICS ADMINISTRATER.
 

27. G.U.S.S.O.M.O. Draft -- procedures and drafting order: our league uses the following criteria for determining the drafting order.

Draft day procedures - there are some changes as to how we will conduct our draft:

The Draft will be conducted via e-mail. Each of you will receive a list (late February to early March) with all the players available for the Draft. Once the final draft order is determined, the team with the 1st pick will select and fill in the Chart (via e-mail) and send this e-mail to the rest of the League. The next team will make their pick, etc... until we complete the Draft and all teams are staffed with a 35 man roster.

PLEASE NOTE... THERE MAY BE TIME LIMITS IMPOSED ON MAKING A DRAFT PICK. More details will be announced before and during the course of the Draft

TRADING DRAFT PICKS PRIOR TO AND DURING OUR DRAFT: A manager may trade any draft pick prior to the date cuts are due. You many trade any of your draft picks in any round at any time, however, once your cuts are made, you lose all draft picks beyond your 35 man roster limit.

Example: You cut 7 players and your last pick is in the 8th round. You may not trade any pick beyond the 8th round. This rule takes effect the day cuts are due.

*Who can be drafted? Any player that currently is not on the roster of any team and has qualified with one official "at bat" or 1/3 "IP" (this includes prior carded players out with an injury and not on a current Gussomo roster.

28. The team with the worst winning percentage from our previous season will select first. This will be followed by the team with the next lowest winning percentage (up until draft position or selection #12). The only exception to this is the first four picks in the first round.


29. DRAFT LOTTERY:

  1. * The first four picks of the first round will be determined by a lottery system. The teams with the four worst records from the previous season all will have a chance at obtaining the overall forst pick of the draft. Each of these four teams will have "weighted" chances of obtaining the first pick.

    * The team with the lowest winning percentage will have four chances. The team with the next lowest winning percentage will have three chances. The next team will have two chances and the last team (or the team with the best winning percentage of the four teams) will have one chance.

    * The chances will be identified by colored marks that have been placed on coins (quarters). The Commissioner (or wife) will put the coins in a hat, mix them around and pick the teams for the first four picks. For all subsequent rounds of the draft, the drafting order will revert to the normal order as determined by actual winning percentages from our previous season.

    If a train leaves Chicago for Los Angeles, 4000 km away, at 9 a.m. One hour later, a train leaves Los Angeles for Chicago. What happens at noon?

    A) Lawrence Green and Ralph Polumbo wind up "owning" a total of 18 picks in the 1st round of the Draft.

    B) Bert Convey is still hosting "Tattletails."

    C) You look up in the sky, talk to you maker and in frustration, decide to curl up in the fetal position and pray that someone else figures it out.

    (Random Variables)

    A random variable is a numerical outcome of a random experiment. It is the truest way to determine the drafting order.

    For example, we could consider X the number of spots on the roll of a die. Or, we could roll 6 dice and let X be the sum of all six values. The distribution of a random variable is the collection of possible outcomes along with their probabilities. This may be described by a table, a formula, or a probability histogram.

    If we repeat an experiment four times, we can calculate the sample histogram, which is a bar chart showing the number of times each value of X was observed. This will establish the root basis from which we can make the picks for our League Draft, keeping in mind that Corpus Christi doesn't get to pick until the 12th round and taking into consideration that this system only works when the moon is in the seventh house and Jupiter aligns itself with Mars ... thus, the probability histogram will work correctly.

    In the following applet, the sample histogram for the random variable X, the sum of the values showing on the dice, is plotted. The red plot shows the expected number of occurrences of X, calculated as (number of rolls) times P(X=x), where P(X=x) is the probability that X takes on the value x

    The Hypergeometric Distribution

    The hypergeometric distribution arises when a random selection (without repetition) is made among objects of two distinct types. Typical examples:

    Choose a team of 35 players from a group of 25 American League Players and 10 National League Players (not including "futures")

    Choose a committee of five people from the United States Legislature that are not under indictment... a group consisting of 52 Democrats and 48 Republicans (nah, now that I think about it, we probably couldn't even find one Republican that is not wanted or accused of something).

    The hypergeometric distribution is described by three parameters: N, the total number of objects; R, the number of objects of the first draft pick; and k the number of objects to be chosen (minus any picks currently owned by the Albany Internationals). The probability function f(x) is

    f(x) = C(R,x)*C(N-R, k-x) / C(N,k) for x=max(0,k+R-N)..min(R,k) where C(n,k) is the binomial coefficient which determines who get the first pick, the second pick, the third pick and finally the fourth pick.

 Anyway, If "A" and "B" are the legs of a right triangle and c is its hypotenuse, then A2+B2=C2. = THE FIRST PICK IN THE DRAFT!!!!!

But, seriously....

* Teams in draft positions #15 through #24 are the playoff participants. Their drafting order is slightly different.

* The losers of the first round of the playoffs will select #15 through #18 (based on who has the poorest winning percentage during our regular season)

* Selections #19 and #20 will be the losers from the semi-final round of the playoffs with the team having the lower winning percentage during the regular season picking #19.

* Pick #23 is the losing team from our World Series. Pick #24 will go to our League Champion.

* In situations where two teams are tied with the same winning percentage (except pick #19 & #20), regular results between the two teams that are tied will be used to determine who will pick first. If a tie still exists because the two teams both won and lost the same number of games against each other, we will go to the next tie-breaker.... Total runs scored.... In the games that the tied teams played vs. each other.

30. Ball Park Ratings -- in our league, you are responsible for determining your home field ball park ratings for singles and home runs (vs. Both left handed and right handed hitters). Ballpark ratings can be whatever you want them to be at the start of the season with the following limitations. Ballpark ratings may not be changed during the season.

Following the guidelines listed, you will select your home field rating:

Home runs - the Maximum home run chance you may have for your ball park (either left or right handed hitters) will be:

Home run 1 - 18 flyball 19 - 20

The Minimum home run chance (for either left or right handed hitters) will be:

Home run 1 - 2 flyball 3 - 20

Singles - the allowable ranges for singles will be:

 

Maximum - Single 1-19 lineout 20

Minimum - Single 1 lineout 2-20

 

Changing your ballpark ratings - you may change your ballpark "dimensions" every year. If you elect to make changes, you must communicate this information to the Commissioner and the League (statistic/rosters) Coordinator prior to the start of our season (check for any special due dates that will be communicated to you by the Commissioner and also listed on the Schedule page)

 

New managers to the league and replacement managers: When a new manager enters the league... or if a new manager enters the league as a replacement during the course of the season, he will be able to assign new ballpark ratings for his team without any restrictions.

 

 

While our league can become very competitive, please keep in mind that what we do in the league is a "hobby" and it is supposed to be fun. If you remember this, our league stays "fun" and will also remain successful.
